Scope and Content Information

 

Papers, 1977-2000, of William Tayloe Murphy ([1933- ] of Westmoreland County, Va.), primarily concerns Murphy's tenure in the Virginia General Assembly as a Delegate for the 99th District. His papers consists of correspondence, reports, studies, and other supporting materials Murphy collected and used during these years. The collection also includes materials relating to Murphy's campaigns including campaign finance reports, campaign literature, and voter surveys. The collection also contains some personal papers and materials including correspondence, invitations, greeting cards, and photographs.

The bulk of the collection is made up of Murphy's legislative papers. Murphy's committee assignments in the Virginia General Assembly include Labor and Commerce, Courts of Justice, Corporations Insurance and Banking, and Chesapeake and it Tributaries. His legislative papers reflect his work on these committees, especially his work on legislation to protect the Chesapeake Bay, and materials related to legislation of which Murphy was Patron or Co-Patron. Also included in his legislative papers are materials from committees and boards on which he served that were directly related to his activities as a Delegate, such as the Chesapeake Bay Commission and the Joint Legislative Audit and Review Commission.

 

Biographical/Historical Information

 

William Tayloe Murphy (b. 1933), was born in Emmerton, Richmond County, Va., the son of W. Tayloe Murphy and Katherine Bradford Griffith. Murphy received his B.A. in 1953, from Hampden-Sydney College and his law degree from the University of Virginia in 1960. Murphy also was commissioned an Ensign in the United States Naval Reserve from 1954-1957. He served aboard the U.S.S. Newport News, and also served on the staff of the Supreme Allied Commander of NATO.

Murphy practiced law with the firm of Hunton, Williams, Gay, Powell, and Gibson in Richmond, Va., from 1960-1964. He went into private practice in Warsaw, Va., in 1964 with the firm Smith, Murphy & Taliaferro. Murphy has also served on numerous boards and commissions.

Murphy was elected to the Virginia General Assembly as a Delegate and represented the 99th District from 1982 until his retirement in 2000. Murphy’s tenure was most notable for his work on the Chesapeake Bay Preservation Act and his other efforts to conserve the Bay and Virginia’s resources. After his retirement from the General Assembly, Murphy was appointed Secretary of Natural Resources in 2000 and served until 2006.

 

Arrangement

 

The papers of William Tayloe Murphy, Jr. are divided into four series: general correspondence, legislative papers, campaign materials, and personal materials. His legislative papers make up the bulk of the collection.

Murphy used a subject filing system to organize his papers. Efforts have been made to preserve this order. The collection is organized primarily by subject, with like items being filed chronologically.
